Description
Three days ago Queen Victoria received the proposed draft to Sir Hamilton Seymour, on which she made some remarks; she sends this, and correspondence which passed between her and Viscount Palmerston [Foreign Secretary] regarding Portugal, to Lord John Russell for his perusal before the Cabinet considers the question. She then notes that she had already sent the draft back to Lord Palmerston, and suggests Russell might ask to see it. The Queen approves the appointments of Sir Robert Stopford as Vice Admiral of the Fleet and Sir Byam Martin as Rear Admiral.
