The Queen asks if the Council for the Speech [from the Throne] can be on the 20th, or whether it must be on the day preceding the Opening of Parliament, as she is intending to go to Osborne on the 22nd; but she can delay this journey until the 23rd if necessary. The Queen cannot understand how five days have gone by without the draft regarding Switzerland appearing.
