Description
Queen Victoria does not like the draft which she has enclosed to Lord John. What business does Britain have to interfere with Polish and Hungarian refugees in Turkey? Is it not enough to receive and protect these revolutionists in Britain, and to give them free passage in British ships? Must Britain also protect them in foreign States? If the object of the Draft is to protect Turkey from Russian and Austrian inroads on her independence, Britain ought to promise protection to Turkey while being careful not to urge that country to resist demands by the other powers unless unwilling to grant them. The draft urges resistance and undertakes the responsibility of it: but the Queen is afraid that Britain should not be prepared to protect the Porte.
