Description
Queen Victoria approves the unanimous advice of the Cabinet on the line to be adopted with regard to the Porte, but regrets the necessity for it. She still feels Britain could hold a higher tone, if the country had not been a party to the refusal the Porte gave. The terms of the Treaty of 1774 are very positive, and the Queen encloses the clause which Sir Stratford Canning [British Ambassador to the Ottoman Empire] sent. She reminds Lord John that Canning says the Porte has not been altogether neutral with regard to Hungary. Canning ought to have advised the Porte to send the refugees somewhere else, to obviate all embarrassment. The Queen fears that Russia is playing a deep game.
