Queen Victoria asks if Lord John Russell directed Lord Palmerston to write such an ill-tempered note to Lisbon as a caution to Sir Hamilton Seymour [Envoy Extraordinary and Minister Plenipotentiary to the Queen of Portugal] not to mix himself up with party intrigues to upset a particular ministry. She thinks this a mockery of Lord John, the Cabinet, the country and herself, which really cannot go on so.
