DescriptionQueen Victoria is dismayed to hear there is a chance that the Prorogation of Parliament may not be able to take place on 5 September. If so, she would wish to follow Lord John's example and leave Mr Anstey and Mr Spooner, etc., to their fate, and embark on the 5th without the Prorogation. She had intended to have the Council for the Speech on the 4th, in London: this might still take place, and Parliament could then be prorogued by Commission any day after the 5th. While the Queen fears this may be unusual, the tide which serves well at Aberdeen when she starts on the 5th probably will not do so on a later departure, and she might be left 'beating about at sea', which would be very inconvenient and disagreeable. She could delay her departure for 2 days at the most: but if there is a chance that the Session may be indefinitely prolonged, it might be better to announce soon that the Queen does not intend to prorogue Parliament in person.
