Description
Queen Victoria has received from Lord John Russell the views of the Cabinet on Italian Affairs. She is glad to know that she will not be advised to have recourse to forcible intervention. The Queen understands this principle to apply to Lombardy as well as Sicily, and that the avoidance of forcible intervention will of course not only apply to British means but also to French means with British concurrence and consent. The Queen infers from the proposition that Lombardy should be constituted separately under an Archduke, and that the idea of making it over to the King of Sardinia has been abandoned.
