DescriptionQueen Victoria returns the memorandum which Mr Temple is to read to the Pope. She regrets that interference by force of arms in the affairs of Naples is still contemplated. Lord John Russell says that if France, under the direction of warlike Councils, should interfere in Italy, England should express regret and disappointment; but the Queen queries how England could do that, having set the example and recognised that principle?
