DescriptionThe Queen is sorry to learn that the Irish question is so full of difficulty. She cannot form an opinion of the respective measures from the slight sketch provided by Lord John, and requests a more detailed account when the Cabinet has agreed on the measures to be proposed.
Queen Victoria approves that the vacant Blue Ribbon [of the Garter] should be given to Lord Spencer.
