She cannot form an opinion of the respective measures from the slight sketch provided by Lord John, and requests a more detailed account when the Cabinet has agreed on the measures to be proposed. Queen Victoria approves that the vacant Blue Ribbon [of the Garter] should be given to Lord Spencer.
