Description
Queen Victoria has read Lord Ponsonby's despatch, and thinks that, in spite of his tone in his conference with Prince Schwartzenberg, the Austrian Government has a good right to ask an assurance from the Mediating Powers that they will not again propose at the Brussels Conference a basis of mediation which the Austrian Government has formally declined. She reminds Lord John of Baron Wessenberg's note of 3 October in which he stated the grounds on which he must decline a mediation on that basis. The Queen asks why the Government does not give Austria the declaration which it makes the condition of the appearance of the Austrian Plenipotentiary at Brussels.
