Description
Queen Victoria agrees that Party Tactics may at any moment interfere with a due consideration of important matters of State. The Queen adduces the crisis of 1840 as an instance and approves the prudence of the Government in not risking another defeat. Queen Victoria suggests - in the interests of the Crown - that Lord John Russell should come to an understanding with the Opposition before the measure is brought forward.
