DescriptionQueen Victoria intended to speak to Lord John Russell about the Minister to be sent to Madrid. Weeks ago she had told Henry Temple, 3rd Viscount Palmerston she thought Lord Westmorland (John Fane, 11th Earl of Westmorland) ought to be appointed, Lord Cowley (Henry, Baron Cowley) replacing him at Berlin. Palmerston has never answered. Care is necessary in the appointment. Queen Victoria has no confidence in Lord Howden (John Hobart Caradoc, 2nd Baron Howden).
