Description
Queen Victoria sanctions Lord Howden (John Hobart Caradoc, 2nd Baron Howden)'s appointment to Madrid to save the Government from embarrassment; but he is not the stamp of man in whom she could feel entire confidence that he will be proof against the spirit of intrigue. Queen Victoria declares that she ought to be openly dealt with. Howden has known all along that he was to go to Madrid; yet Henry Temple, 3rd Viscount Palmerston, said nothing to the Queen. If Queen Victoria must consider her Ministers, she too has the right to be considered by them.
