DescriptionQueen Victoria does not think that 3rd Viscount Palmerston, in the draft to Mr Howard, is conclusive in his reasoning. The dispute is between Schleswig Holstein and Denmark. The German Powers were accessory to the war. By the Treaty of Berlin they withdrew, leaving the dispute in its original shape. It requires a great stretch to pretend that Holstein should withdraw, because it is a part of the German Confederation. Palmerston contends that Holsteiners are not in insurrection against their Duke - a curious position to advance. The Duke is under oath to maintain the province intact. He has violated it, and because the Holsteiners are maintaining their rights as against his reliance on the aid of a Danish army, they are said not to be in insurrection.
