DescriptionQueen Victoria has considered the Report on the New Forest and also Kennedy's letter. Before she could sanction the abolition of the office of Lord Warden, or the merging of it into that of Chief Commissioner of Woods, a complete scheme should be submitted to her. The abolition of the office would sever every connection between the Sovereign and the Royal Forests, unless the new appointments are left in the Queen's gift. The patronage must be left with the Queen.
