Description
Queen Victoria says that the position of Lord Cowley (Henry Wellesley, 2nd Baron Cowley as Envoy Extraordinary and Minister Plenipotentiary to the German Confederation) in the new Diet at Frankfort [Frankfurt] is the same which he held since 1848 (Special Ambassador to the German Confederation) - a virtual recognition of that Assembly. Cowley was the bearer of an autograph letter from Queen Victoria to the Archduke, whose office was recognised by the whole of Germany. The present Diet is illegally constituted, and is protesting against a great part of Germany. The draft must therefore be altered not to lead to misconstruction.
