Description
Queen Victoria was glad that the draft to Vienna was understood in the same sense as by herself. Lord John Russell's memorandum touches on the same vital point which will have to be decided. The Queen feels doubtful as to how far France will be able to take a sound view. Great care therefore in dealing with her. Prince Albert has drawn up a Memorandum on Russell's (memorandum), which expresses the Queen's sentiments, which is to be communicated to Henry Temple, 3rd Viscount Palmerston and the Cabinet.
