Description | Queen Victoria is very much annoyed. The (Schleswig Holstein) question has been treated as much at Frankfort [Frankfurt] by Cowley (Henry, Baron Cowley, Envoy Extraordinary and Minister Plenipotentiary to the German Confederation) as by Westmorland (John Fane, 11th Earl of Westmorland, Envoy Extraordinary and Minister Plenipotentiary to Prussia) at Berlin. Cowley better understands it than the latter. The settlement is no longer in the hands of Prussia but of the German Confederation to which Cowley was accredited. The importance of the moment since the Peace of Europe is to be decided by the meeting of the German States. The Governments who meet will be inclined to come to agreements with reference to the feelings of their people, - probably in opposition to them - under the influence of Russia. Our Minister there should not be. Westmorland is very hostile to Prussia, and perfectly incapable of understanding any complicated question; open to be imposed upon. Cowley's impartiality and good sense. Hence Queen Victoria protests against Westmorland's Mission. Better for none to go, than he, and that we be debarred from unbiassed information. With regard to Papal Aggression, Queen Victoria hopes to hear from Lord John Russsell what the opinion of the Cabinet is on the Ecclesiastical Titles Bill. |
