DescriptionQueen Victoria approves of the elevation to the peerage of Mr. Pemberton Leigh (Thomas Pemberton Leigh). It is not likely to lead to any permanent increase of the Peerage, as he is not likely at his age to marry and as only a life interest in his large property. As to raising Dr. Lushington (Stephen Lushington) to the Peerage without a remainder, Queen Victoria considers life peerage desirable where there is no fortune to support the dignity in the family. How the public will take it will depend on the manner in which it is brought forward. Queen Victoria is willing for the experiment to be tried with Dr. Lushington. It shoud be done quietly and not get into the papers beforehand.
