The Queen writes that it is difficult to reconcile Palmerston's excuse for absence with Stanley's note (Edward Stanley, 2nd Baron Stanley of Alderley) to Lord John Russell, where he says "I send you the Seals, as Lord P. will not pass through London on his way to Windsor".
