DescriptionThe new Houses of Parliament being now nearly complete Queen Victoria wishes to confer a Knighthood on Mr. Charles Barry, as a mark of approbation of his splendid work. Queen Victoria expresses satisfaction with Lord John Russell's speech in the Commons in defining the Constitutional Position of the Prime Minister and the Foreign Minister. Lord Palmerston's speech was very weak.
