Description
Queen Victoria had hoped to talk to Lord John Russell on the Reform Plans. She concludes from what she has heard from various Ministers that the Cabinet is very united on this. Queen Victoria would be sorry to see it proposed that the County Franchise should be lowered to £10 instead of £25. The Municipal Franchise appears to have undoubted advantages, but also the disadvantage of being very unequal in different boroughs. Some fixed rules seem to be required to prevent boroughs altering the Parliamentary Franchise at pleasure by altering their own Municipal Franchise. Queen Victoria supposes that the plan for admitting representation a minority where there are 3 members, is to be extended to all counties, towns, etc. The Queen is glad to hear from Sir James Graham that it is proposed to extinguish the old Free Men.
