DescriptionThe Queen has received Lord John's letter and the amended draft to Lord Cowley. The amendments remove her objections, and she thinks it wise to delay giving any opinion until the Treaty to be signed at Zurich is known. With this, Austria and France will have redeemed promises which the two Emperors may have made to each other, and the expression of England's opinion will not appear to be an attempt to urge one side to break them to the other. The Queen will be happy if England can do anything to improve Italy's condition. Sir J. Hudson's letter stating that Count Cavour is in dread of an alliance between the three Emperors, which he hopes that a constitutional Italy, led by England, may successfully resist, shows the danger to Italy of England's apparent hostility driving Austria into the arms of the two other Emperors. Lord John must admit that Count Cavour's resistance to such an alliance would have little chance, even if led by England.
