Description
The Queen returns Lord Cowley's letter, and agrees in approving the answer. She considers the Emperor's grant of a large amnesty and freedom of the press [in France] an extraordinary move. She asks Lord John to try to get Lord Palmerston to send on the Foreign Office boxes more quickly, complaining that she receives most of the despatches 'when they are quite stale', apart from the very important ones which are sent at once. This is an old complaint, for Palmerston 'always keeps his Boxes so long'.
