Description
The Queen cannot give her approval to the enclosed draft (not on file), as it contains many points to which she feels grave objections. It is unnecessary for her to go into details, but above all she protests against the principle of England volunteering now a scheme for the redistribution of the territories and governments of northern Italy. Such an important step, reversing the principle of non-intervention which the Government has previously declared and upheld, should not be brought before the Queen without the fullest deliberation and concurrence of the assembled Cabinet.
