DescriptionThe Queen fully agrees that England should be kept free from any engagements, and never intended to convey the impression that she wished the Cabinet should be prevented from considering any proposal France might make. What she objects to is binding the Government by expressing the opinions of its leading members to the French Government, thus bringing about French proposals which it would be embarrassing to the Cabinet to reject or adopt. The French Government must be told that the opinions given were private, not binding the Government.
The Queen notes that Lord John has not yet sent her drafts conforming to the wishes she expressed in her recent letter, and hopes to have an answer from him soon on this subject.
