DescriptionThe Queen has received Lord John's letter of yesterday, in which there are several statements to which she takes exception, and seen Lord Cowley. To the statement that there is no question of neutrality now the war is over, she observes that the war was ended by a peace: if this is set aside by one of the parties, war will be renewed, and if this is done at England's advice, the country will be bound to take part in it. The statement that the questions to be settled do not concern the Powers which took part in it, but concern Tuscany and the Romagna, is wrong, on account of the reversionary rights the Emperor of Austria has in Tuscany and Modena. It is also wrong that, because Austria did not act on England's advice in some instances, England is now absolved from communicating with Austria before agreeing with France on altering the conditions of the Treaty of Zurich.
