Description
The Queen returns Lord Cowley's letter, and hopes it will be made very clear to the Emperor [Napoleon III] that he has no chance of getting England to join him in any renewed war against Austria. Regarding Lord Cowley's suggestion, she has no objection to it being made, but much will depend upon the proper timing: the difficulties of the Austro-French position should first become apparent in Congress.
