Description
The Queen returns Lord John's draft, which was sent to her by Lord Palmerston. Its importance demands close examination. In the enclosed memorandum [VIC/MAIN/C/11/72?] the Queen has made observations which occurred while she was reading the draft, and which she wishes to be read to the Cabinet.
