Regarding this draft [not on file], as Mr Corbett cannot hold official communication with Tuscan Ministers, he should not be empowered to read the public despatch to them. Queen Victoria also points out the danger of advising a course of action which may prove embarrassing to Britain hereafter, if adopted at Britain's advice. So long as Sardinia and France have military possession of Italy more or less, there can be little question of free expression of popular wishes.
