Description
The Queen has seen from Lord Cowley's letter that Lord John has invited Count Cavour to visit England. This should not have been done without the Queen's knowledge or assent, as it is very important Britain should not appear to be in partnership with the Italian Revolution. She thinks Col. [George] Cadogan might be recalled: there is no war going on, so to have a British Commissioner to the Central Italian Army is misleading. It is clear from his letter that the Italian Army view his presence as a public demonstration and support. The Commissioners sent to the French and Austrian armies at the same time as Col. Cadogan was sent to the Sardinian Army were recalled in August.
