DescriptionThe Queen returns Lord Cowley's letter of the 10th. The Emperor cannot be aware of how much his and Count Cavour's duplicity is implied in his own admissions. With regard to Savoy, as the Emperor says he would consult with the Great Powers of Eueope, England ought to communicate with the other Powers to secure 'a uniformity of answer' when the consultation should occur.
