The Queen discusses the timing for sending the Garter to the King of Prussia, and who should take it. She criticises the choices of Lord Wilton as bearer of the Order of the Garter to the King of Saxony in 1842, and of Lord Bath as bearer of the Garter to the King of Portugal in 1858.
