DescriptionQueen Victoria returns the despatches on Greece; but while approving the instructions sent to Mr. Scarlett, she regrets that a modication she suggested was omitted from one despatch. She thinks it undignified to retrospectively condemn a fallen power, and imprudent and injudicious to lay down publicly and broadly the right of nations to discard their Sovereigns.
