Description
Letter from Colonel Charles Beaumont Phipps in reply to Henry Cole on the subject of a Royal Commission. He reports on Prince Albert's thoughts on the matter stating that he believes that more information needs to be collected for the Government to make a decision on an undertaking of such 'immense magnitude'. Phipps also reports that Prince Albert is willing to undertake all negotiations with the Cabinet, as President of the Society of Arts.
