He states that the Queen would have preferred the first course of action he had suggested, that the commission should be continued on its present footing, that the roles of exiting commissioners be filled and that a suitable successor to Prince Albert is found. However, the Queen is also aware that this may not be possible and that it would be unwise to 'provoke an angry discussion' in the House of Commons.
