DescriptionDraft letter from Queen Victoria to Lord John Russell stating that she had received and read the draft bills and associated papers. She states that any opinion on the probable outcome must rest on surmises and instead trusts Russell's experience and judgment in the matter. However, the Queen does write of the proposed changes of which she does approve, including the clause abolishing the need for every member of the government to vacate their seat upon appointment.
