Description
Prince Albert records that Sir James Graham came to report to the Queen on the proceedings of the Committee of the Cabinet, instead of Lord John Russell. He reports that the Cabinet was in agreement for an extension of the County franchise, with the exceptions of Lord John Russell and Lord Palmerston. He also states that Sir W. Molesworth is opposed to giving the minority a representation.
