Description
Letter from Queen Victoria to Lord John Russell returning an enclosed list (not present). She states that she regrets that she was unable to speak with Russell in person but concludes from the reports of others that the Cabinet is united. The Queen however opposes the proposed change to the county franchise and comments that although the municipal franchise has some advantages, it is unequal in different boroughs. She asks that once the plan has been 'put a little more into shape' that Lord John Russell will come see her with an explanation of it.
