Description
Copy letter from J. Bright to Lord John Russell reporting that 'The Times' contends for the retention of the £10 franchise in the boroughs, arguing that the working classes are all below the £10 franchise. He writes that in the ''upper' classes the good and bad are admitted while the all in the 'humble' classes are excluded. He also addressed Russell's previous attempt to bring the franchise down to £5 but states that he believes that a 'simple rating suffrage' is the only constitutional option.
