Letter from Colonel Charles Beaumont Phipps to Prince Albert enclosing letters from Edward White and the Lord Chancellor regarding a suggested Act of Parliament (see VIC/MAIN/Z/470/38-39). Phipps writes that he believes that members of the House of Commons, and one in the House of Lords, will take such an opportunity to incite hostile discussion regarding the subject. He also encloses a letter from Mr Gardiner (not present) regarding a Duchy Council.
