Howe gives his opinion about the condition of HMS Lowestoffe and HMS Pegasus. He thanks the Prince for giving reasons for refusing to hand to Lieutenant Hope a certificate , with more detail on this case.
Testimonies of approbation which Lieutenant Vinter of the Marines and Mr Thompson the Gunner have merited from Prince William for their attention to their duty on HMS Pegasus.
