Description
The Duke has been very honoured to to have been appointed to the command of the Squadron - made up of British and Russian ships and vessels - in charge of bringing back to France King Louis XVIII [after Napoleon's abdication] and whose service has been impeccable. He congratulates the Emperor on the happy events recently occurred all over Europe.
He wishes he will soon be able to pay his respects to the 'first, greatest and the best soveriegn in the World'.
