This address is to demonstrate the eternal gratitude the Mayor and Corporation (Tribunal and Chambre de Commerce) of Dunkirk have for the English nation and government for having showed great magnanimity during the period of wars and revolutions in Europe, thanks to which the French Royal family could return
They express the desire to re-establish with England the friendship and trades relationship which already existed between the two countries [before the Napoleonic Wars].
