Description
Viscount Althorp, having received the King's letter, is writing to him to explain his position regarding the issue of Corporal Punishment in the Army: he claims to never have proposed alterations to the Mutiny Act and certainly never wanted to give way to popular clamour. All he suggested was that the Commander in Chief should issue some Instructions without modifying the present practice. He reassures the King of the fact that he does not want to take away corporal punishment either from the Army or the Navy.
