Description
Thanking Sir Herbert for his last letter and for sending the Duke of Wellington's letter. He sends, in return, other documents.
He agrees with Sir Herbertas to the unsuitability of a Commission or Committee of few men to decide over the matter [of Corporal Punishment in the Army]; he agrees, as well, on the point of maintaining the power of inflicting punishments in the hands of the Court Martial.
