Description
Remarks on a private document sent by the Duke of Richmond [this very likely refers to the Duke's proposal of consolidating all the Military Departments and placing them under an Army Board consisting of a Chief Commissioner (a civilian); three civilian members, and one military], mainly opposing his proposal for changing the direction of the Army and other questions related to it such as ordnance and patronage.
